ABOUT BUDGET AND RATING DEPARTMENT

The Budget and Rating Department of the Sekondi Takoradi Metropolitan Assembly was established to provide budget support services to the Departments, Units, Offices and Commissions on behalf of the Citizens. The department manages the Assembly’s Budget Cycle yearly; Budget Administration, Budget Formulation, Budget Approval, Budget Implementation and Policing, Rating and Fee Fixing Resolution Management, Budget Monitoring and Evaluation, Budget Review, Budget Reporting and Communication, Budget Stakeholders Management and Budget Support Management.

    MAJOR ACIVITIES

    1. 1. Advise on policy plans, programmes and projects for agricultural development.
    2. 2. Facilitate monitoring and evaluation of district and regional programmes and projects within the framework of national policy.
    3. 3. Coordinate the activities of the regional and district agricultural development units.
    4. 4. Facilitate the preparation of agricultural development plans, programme and budget.
    5. 5. Ensure preparation of consolidated annual, regional and district agricultural work programmes.
    6. 6. Facilitate the preparation and submission of reports on all agricultural projects and programmes.
    7. Provide technical advice to the Regional Coordinating Councils and the District Assemblies;

    To be an integral department in every development delivery in the metropolis providing budget support services.

    STATUTORY DUTIES (LI 1961)

      The Budget and Rating Department shall;
    1. 1. Facilitate the preparation and execution of the budget of the Metropolitan Assembly;
    2. 2. Facilitate the preparation, collation and submission of annual estimates by other Departments, Agencies and Institutions in the Metropolis;
    3. 3. Assist in the translation of the medium-term programme of the Metropolis into the Metropolitan Investment Programme;
    4. 4. Co-ordinate the organization of in-service-training programmes for the staff of the departments of the Metropolitan Assemblies in budget preparation, financial management and dissemination of information on government financial policies;
    5. 5. Assist to verify and certify the status of Metropolitan development projects before request for funds for payment are submitted to the relevant funding sources;
    6. 6. Facilitate the preparation of the rating schedules of the Metropolitan Assembly;
    7. 7. Facilitate the collation of the statistical inputs that will enhance the preparation of the budget of the Assembly; and
    8. 8. Assist to monitor the programmes and projects of the Metropolitan Assembly as a measure to ensure economic utilization of budgetary resources.
